Clayton Frost is running for CVRD Area E Director to stand up for families, property owners and residents, defend practical land use and bring a more grounded and sensible approach to local government.
Proudly standing for Sahtlam, Glenora, Cowichan Station, Eagle Heights and Koksilah Industrial Park.
Area E is also strengthened by important economic areas like Koksilah Industrial Area and Eagle Heights. That tax base helps support our whole area and eases the pressure that would otherwise fall more heavily on rural homes, farms, and families. That said, those properties still carry a much lower tax burden than they would under a neighbouring municipal tax structure. That balance matters, and it needs to be protected.
I am taking counsel on how to protect Area E’s tax base and prevent it from being carved away through a boundary change, like Duncan attempted in the early 2000s. Losing these economic areas would shift more pressure onto rural taxpayers and weaken the financial balance of Area E.
We need representation that understands the land, the people, the numbers, and the history, and is willing to stand up for Area E before decisions are made without us.

Area E deserves representation from someone who actually lives here, understands what is at stake, and is committed to restoring trust in the CVRD as your director. Too many people feel like decisions are being made about their land, their farms, their costs, and their future without enough local voice or respect for the people who call this place home.
I live here, work here, and have built my life here. I’m running to bring a strong, practical voice to the table. One that listens, speaks plainly, protects property rights, supports agriculture, respects taxpayers, and stands up for the people of Sahtlam, Glenora, Cowichan Station, Koksilah Industrial Area, Eagle Heights, and all of Area E.

Residents across Area E are speaking up because they can feel the pressure. More rules. More uncertainty. More decisions that affect life without enough meaningful input from the people living it every day. This election is about more than one issue. It is about the future of living in Area E. It is about whether families, farmers, and property owners will continue to have a real voice in the direction of this community. We need leadership that listens better, pushes back when needed, and keeps local government grounded.
What I’m Fighting For
I will push back against unnecessary rules that make it harder for residents, families, farms, and property owners to responsibly use and enjoy their land.
I support repealing the current MOCP and returning to the previous process until trust is restored. Area E needs an approach that is transparent, practical, and built with the people who live here, not imposed on them.
I will push for clearer communication, easier access to information, and decisions that are shaped by the people who live here, not by distant assumptions or top down planning.
I will stand up for farmers, food producers, and rural property owners by supporting policies that protect agriculture without burying people in red tape.
I will keep the focus on the basics that matter: roads, trails, drainage, emergency access, services, and practical community planning.
